I have examined the accompanying Ordinance ntituled an Ordinance
to amend the Railways Ordinance, 1909, and I am of opinion
that the Ordinance is one which is not contrary to the Gover-
-nor's instructions.
2.
The drafting of certain new Railway rules revealed the
desirability of making certain alterations in the Railways
Ordinance, 1909, Ordinance No. 21 of 1909. This Ordinance
makes those alterations, and some others, but it is not a
general revision of the principal Ordinance.
3.
"Administration" is defined in the principal Ordinance
as" the manager or such other person as the Governor may ap-
-point to conduct the affairs of any railways". As this is
a person it is considered that the word "administrator" is
more suitable, especially as the word "administration" is also
used in the principal Ordinance as an abstract noun. This
amendment is made by paragraph (a) of section 2, and by sec-
-tich 3, of this Ordinance.
